Oddly, the page doesn't even conform to HTML 1.0 standards; the BODY and HTML tags are not closed in the code.
Usability Concerns
The front page is nicely framed, and is a small size that will fit completely on some monitors. The buttosn along the side look like buttons, and recognizable for navigation. Font size for text is a bit small; the navigation buttons make use of an image map which is problematic for some non-traditional browsers.
The combination of small text and small graphics along the right-hand side is confusing. The most important element on the page is not the privacy statement, yet it is the second-largest piece of text.

Looking at the analysis of page usage, Frederick County's page gives a lot of real estate to identification. The "Learn More About" title's size should be increased.
Accessibility Concerns
ALT attributes return the filename; it would be best to make titles more meaningful, and for some, to include an empty attribute value so the graphics do not show up in a text version.
