Oddly, the page doesn't even conform to HTML 1.0 standards; the BODY and HTML tags are not closed in the code.
Usability Concerns
Roll-overs for the main graphic do not work consistently on each link on the left. The focus to maintain the picture change is difficult as target area for the link is just text. As with all sites I will examine, the use of drop-down menu-bar style navigation links is discouraged for it covers the page space. These links are also blind to users of text-based browsers operate unpredictably in non-Javascript-capable browsers.

Accessibility Concerns
Drop-down menus, link roll-overs. The alt attribute is not used for all graphics. The graph, the main content source on the page, is a graphic and should be summarized.
