Blockquote tags are used for formatting. This is not a structural use of the tag, but a presentational "hack." The use of tables and blockquotes made for some interesting centering on the homepage.
Usability Concerns
The page here is small, and because of that, I cannot comment on too much.
One glaring issue is the exclusion of a title on the webpage. While the TITLE tag was used for the window, many folks overlook it. Other pages in the site use a graphic title, but this front page omits it.
I'm not sure where I am.The schoolboard office looks very nice, but pictures of learning, teachers, etc. would be more representative of a school district.
The link to the webmaster should go to her personal page, not an e-mail address. Linking a word, such as "e-mail" or her actual address, spelled out, would be preferred.

Accessibility Concerns
Tables are not needed for the design, and could improve accessibility for some users. The use of an ALT attribute for the image should be used.
