The page curiously uses CSS and FONT tags; the CSS is bloated and could be streamlined. Javascript should be enhanced to call fullYear instead of the "hack" used to get the date correct. The HTML falls apart toward the bottom, where multiple UL tags (unordered or bulleted lists) are nested without the use of any LI tags (list items).
Usability Concerns
Only two real issues here: the drop down menu is unnecessary as no forms are being filled out; second, the amount of scrolling required when no real content is provided is also unnecessary. A redesign of the page layout could reduce the amount of scrolling required by visitors.

Accessibility Concerns
As noted above, the text came through using Lynx. The page failed the Bobby test for Section 508 accessibility.
