Usability Concerns

With four main areas for navigation, one might easily become lost. What's more confusing is that the text links towards the bottom of the page do not appear in the same order as the links going across, and down the page.

The Emergency Information looks like a button, but the links above do not. Yet, they all behave the same, as links, or buttons.

There is no content on this page, that alone a usability issue. The address information is repeated. If done outside a graphic, it would only need to be included once.

Accessibility Concerns

The image map won't work for users of a text browser, and ALT attributes are not used consistently. Since rollovers are used across the top, and left-side, they may aid users going after links on the image map with a mouse for targeting the correct area of the map. Of course, image maps would be discouraged for the best accessibility.
